Capital Improvements Advisory Committee (Agenda Item X.1) Proposed Members

Council,

On Thursday, Agenda Item X.1 is for the consideration and possible action regarding the appointments to the Capital Improvements Advisory Committee. As you may recall state statute requires that "Not less than 50 percent of the membership of the advisory committee must be representatives of the real estate, development, or building industries..." There are 5 members of the committee, therefore 3 will need to meet the state statute. In line with that requirement, I am proposing the following citizens to be appointed to the committee which meet this requirement. If you would like to speak to any of these citizens prior to the meeting, please email me and I can put you in touch with them.

  • Danielle Younger (Builder/Development)
  • Enrique Lopez (Real Estate)
  • Dave Stewart
  • Lynda Aird
 
Thank you for the suggestion here Mayor. First, can you clarify how this committee relates to, and/or differs from the Infrastructure Planning Advisory Subcommittee (IPAS) sub-committee that we established in recent council meetings?

Assuming there is a distinct objective and area of responsibility for this committee...

A Comment: Three of these five currently serve on P&Z (Lopez, Stewart, Aird). I'm not saying that is a good or a bad thing, just an observation.

My suggestions would be the following:
1. Of this list, only Mr. Stewart has experience with Capital Improvements from an engineering perspective. While I do not have a name to suggest at this time, I suspect there are several LV citizens who do/did work like this for their career. I would advocate replacing one of the other four with someone with Capital Projects experience.
2. Were any other large / very-active real estate firms/professionals in LV considered or queried for interest in participating?

Today we received an email from Ms. Aird that request she be removed from consideration due to her current commitments to the City.

I would like to put forward Mary Fear for consideration. She is willing to serve. Ms. Fear also has a background that I feel will bring a financial perspective that is valuable for this committee.
 
I share Councilor Prince's concern that there is over-representation of PNX members in the suggested list. I agree that Dave Stewart would be a valuable member. Mary Fear would bring a solid financial perspective. I'd like to suggest a process of outreach to identify qualified individuals - we must have a number of them in Lago - who would be willing to serve.

I'm also confused: how is this different from the Infrastructure Committee, or will the Capital Improvements Committee address a superset of what the Infrastructure Committee will be working on?
