01/15/2026 City Council Liaison Report - EDAC - LVISD

EDAC Liaison Update

At the most recent Economic Development Advisory Committee meeting on Tuesday January 13, 2026, several items of relevance to City Council were discussed.

The Committee was briefed on progress toward formal EDC formation, including remaining administrative steps before full transition under EDC governance and TOMA requirements.

Staff shared updates on economic activity and outreach, including increased tourism visibility, sales tax performance, and upcoming community events. The Chamber of Commerce reported strong regional reach through digital engagement and new initiatives such as the North Shore Navigator publication.

EDAC discussed ongoing work related to wayfinding and signage, including next steps following RFQ responses and the need for clear design and branding standards before implementation.
Public safety and quality-of-life topics were also raised, particularly related to e-bike use, trail connectivity, and walkability. Committee members emphasized the importance of aligning safety, infrastructure, and economic development goals. Input from EDAC may help inform Council’s upcoming transportation and safety discussion.

Finally, the Committee received an update on grant exploration for a future community center with dual-use emergency shelter potential, noting the importance of inter-agency coordination, nonprofit partnerships, and financial transparency as concepts advance. A report to City Council is attached.

Council Forum Post – LVISD Board Meeting Report (Jan. 12, 2026)

On Monday, I attended the Lago Vista ISD Board of Trustees regular meeting at Viking Hall. The meeting opened with student recognitions, highlighting strong achievements across multiple programs: Band (unanimous UIL first-division ratings and continued advancement), Cross Country (district championships and broad team growth), DECA (significant membership growth and multiple state qualifiers), and Volleyball (playoff progress and continued district success). It was a proud night to be a Lago Vista Viking community member.

I also had the chance to meet Dr. Mindy Curran, LVISD’s new Superintendent, and I was glad to learn she and City Manager Charles West are already in active conversations—particularly regarding LVISD’s agenda item requesting support for a potential utility easement along the planned (but not yet built) extension of Bonanza Road. The discussion reinforced that this is tied to long-range roadway planning and a proposed wastewater line alignment, and the Board ultimately tabled the item to allow additional review and alignment with LVISD’s long-term property strategy.

Additional items of note:
  • LVISD received a clean audit report and discussed fund balances, debt service, and capital project spending.
  • RBC Capital presented long-range bonding capacity assumptions and the Board discussed how timing and tax base growth can affect future capacity.
  • One public commenter raised a process improvement request: publishing agenda packets alongside posted agendas to support more informed public input, similar to the City’s standard practice.
Why this matters to Council: the Bonanza-related easement conversation is already bridging LVISD planning and City infrastructure planning. I’ll continue to monitor coordination points so we stay aligned on right-of-way, utilities, timing, and community impacts, especially as development pressures and infrastructure sequencing continue to converge in this corridor.
