Charter: Council Term Limits

There are certainly a number of arguments pro and con for the proposed change to three year terms, and I admit that change is personally attractive to me. For most cities the common length of term is four years. But for the benefit of the citizens of Lago Vista, the two year term is best in my opinion. Notably that is the standard for our House of Representatives. Three years is a long time for a Councilor that for whatever reason is failing to meet the expectations of the voters.
 
I'm still open to hearing the case for three year terms, but I'm in agreement with Councilor Hall. I'm also concerned that the proposed "staggering" matrix means some seats are elected for only one year. Not sure this is compliant with state law? Someone may be appointed for less than a full term to replace an exiting member, but can someone who has campaigned and gone through a full election process be limited to shorter than a normal term for that body?
