TML Material - Legislative Advocacy - and Cost of Place

At TML last week, I attended two sessions that really stood out to me:

1.) City of Georgetown leaders ran a session on advocacy at the state house that was effective for them. They had a program that included creating a Legislative Task Force made up of concerned citizens that proved effective. For the new council, I recommend that you review the associated material and discuss if this method could work for Lago Vista as well. Mayor Schroder did indicate that there was blow back from the legislature, but ultimately, it was worth the effort. He would be a great resource to reach out to if the decision was made to mimic their efforts in Lago Vista. The handouts can be found here: TML.

2.) The Cost of Place was a development-oriented session and discussed the costs associated with various city assets and challenged municipalities to make sure their budgeting process covered the costs including implementing a CIP replacement cost program. The three presenters did an excellent job of making their points and providing solutions. We've seen presentations like this before, but I thought these presenters were especially effective. I reached out to all three for the slides after the fact and they did provide them and indicated that they are very open to discussing the material. In my opinion, this material should be mandatory reading material for those working on the CMP and FLUM updates.
 
Thank you Mayor, On the Legislative Task Force, I agree this is a good next step in Lago Vista's advocacy. As the Legislature does not meet again until 2027, we should be able to get this going in 2026. I like the comms planning of this as we could really expand our outreach if we have a group of citizens working to get other citizens involved as well. We know the CapMetro issue will be top of mind for us again, so we can use all the help we can get just educating others on our goals and next steps.

Thanks for sharing these takeaways. Two quick notes:

• The TML link in the post doesn’t appear to open on my end—could someone re-share the correct URL or file?
• I support exploring a citizen Legislative Task Force ahead of the 2027 Session. With a 2026 ramp-up, we’d have time to define priorities and communications.

As my term concludes this week, I’d like to participate on the citizen side if the new Council moves forward. I’ve previously engaged with Governor Abbott on small-city preemption carve-outs and have ongoing relationships with Rep. Troxclair, Sen. Campbell, and Commissioner Anne Howard that could be useful for outreach and coordination.

On “Cost of Place,” I agree it’s valuable baseline material for the CMP/FLUM work—especially around lifecycle costs and a simple CIP replacement schedule that the public can see and understand.

Appreciate the leadership and the clear starting points for the next Council.
