Working draft as of 1/7/26 of an Ordinances article, to replace LV 3.15-3.17, based on Celina Chapter 10.

Consider these changes to the working draft of 1/7/26 -

"02 - The descriptive caption or title complete text of each proposed ordinance containing a penalty shall be published prior to Council public hearing in the hearing agenda packet posted on the City website unless otherwise provided by state law or this Charter.

03 - The City Council shall have the power to cause the ordinances of the City to be printed, in code form, as often as the City Council may deem advisable. failure to print the ordinances as herein provided shall not affect the validity of the same "

The City should not hold persons accountable for compliance with Ordinances that are not published in a location that is readily available and accessible.

Final as adopted 2/4/26 with the following edits:

• The Ordinances Article will be inserted as Article IV and current Articles V – XI will be renumbered to accommodate.
• Line 4 – the word “evidence” is changed to “document”
• Line 14 – the phrase “descriptive caption or title” is changed to "complete text”
• Line 18 – edited to read “…have the power to print the ordinances of the city, in code form, …”
• Line 38 – Change “8.06” to “8.04”
• Delete Section 6.
• Renumber Section 7 to Section 6.
