Sub Division Plats and language to prevent them from coming before P&Z without a complete application

I have drafted some suggested language to prevent the instances outlined in the title of this thread. The redline changes are outlined in the attached file. I have no pride in authorship and welcome any grammatical changes. This is necessary to prevent premature acceptance and placing the burden on P&Z to attach conditions to any approval.
