On 3.06, I thought it might be helpful with alignment of 3.23 to just move 3.23 as a subsection of 3.06 (prohibitions) and added some additional language from Aubrey.

It is less wordy, but I believe the phrase "only as a body" is unambiguous and direct, where striking it could lead to 'interpretations' not fully addressed by the second clause "no council member shall have the power to act..."

Sec 3.07.
The super majority vote table in R of P is good since it covers situations where less than full complement of councilors are present.

Super majority required for removal from office. Any other form of discipline majority vote.

A definition of supermajority vote might be good idea as residents may not think to look at, or know where to find rules of procedures.

for sec 3.07, suggest adding subheadings within 3.07 to make finding vacancies, forfeitures, and filling of vacancies easier.
